The Consent Calendar may be enacted in one motion by the City Council with a Roll Call Vote without discussion unless a Councilmember, a member of the Public, or the City Manager request an item be removed for discussion. Approval of Reading by Title Only and Waiver of Reading in Full of Ordinance on this Agenda.

Motion of the City Council of the City of National City, California, approving the waiving of the reading of the text of the Ordinances or Resolutions that are having a Public Hearing considered at this meeting and providing that such Ordinances or Resolutions shall be introduced and/or adopted after a reading of the title only.

Approval of Meeting Minutes

Accepting the FY21 Assistance to Firefighters Grant and the establishment of Reimbursable Grants City-Wide Fund Appropriations toward the purchase of PortaCount Model 8048-T Respirator Fit Tester with Tablet and MSA G1 Mask Sample Adaptor Kit.

• Recommendation:

  Adopt the Resolution entitled, “Resolution of the City Council of the City of National City, California, Accepting the FY21 Assistance to Firefighters Grant and the Establishment of Reimbursable Grants City-Wide Fund Appropriations and Corresponding Revenue Budget for $14,735.62 Toward the Purchase of a Portacount Model 8048-T Respirator Fit Tester with Tablet and MSA G1 Mask Sample Adaptor Kit.”

Approve the First Amendment to an Agreement between the City of National City and Devaney Pate Morris & Cameron, LLP, for legal services of Barry J. Schultz as Interim City Attorney.

• Recommendation:

  Adopt Resolution Entitled “Resolution of the City Council of the City of National City, California, Approving the First Amendment to an Agreement between the City of National City and Devaney Pate Morris & Cameron, LLP, for legal services of Barry J. Schultz as Interim City Attorney by increasing the not-to-exceed amount by $162,000 for a new total not-to-exceed amount of $212,000 to cover the cost of providing increased scope of services.”

Approval of Memorandum of Understanding and Site Agreement between the City of National City and Literacyworks AmeriCorps

• Recommendation:

  Adopt a Resolution Entitled “Resolution of the City of National City, California, authorizing the City Manager or his designee to enter into a Memorandum of Understanding and Site Agreement with Literacyworks AmeriCorps for the purpose of providing AmeriCorps members for the National City Public Library Literacy Program for Fiscal Year 2023.”

California Library Literacy Services ESL Grant Funds Acceptance

• Recommendation:

  Adopt Resolution Entitled “Resolution of the City Council of the City of National City, California, Authorizing the City Manager or his designee to accept the California Library Literacy Services (CLLS) Grant in the amount of $20,000 to fund the National City Public Library’s ESL Program for FY 2023 and authorizing the establishment of a Library Grants Fund appropriation of $20,000 and corresponding revenue budget.”

California Library Literacy Services Grant Funds Acceptance

• Recommendation:

  Adopt a Resolution Entitled, "Resolution of the City Council of the City of National City, California, Authorizing the City Manager or his designee to accept the California Library Literacy Services (CLLS) Grant in the amount of $45,755 to fund the National City Public Library’s Literacy Services Program for FY 2023 and authorizing the establishment of a Library Grants Fund Appropriation of $45,755 and corresponding revenue budget.”

Regional Realignment Response Group (R3) Grant Approval , 2022-07

• Recommendation:

  Adopt a Resolution entitled, “Resolution of the City Council of the City of National City, California, Authorizing Accepting Annual Grant Funds to Support the Regional Realignment Response Group (“R3G”) Operations in the Amount of $67,000 and the Establishment of an Appropriation and Corresponding Revenue Budget.”

Warrant Register #5 for the period of 7/29/22 through 8/4/22 in the amount of $2,356,214.23.

• Recommendation:

  Ratify Warrants Totaling $2,356,214.23.

National City Public Library (NCPL) Literacy Program

• Recommendation:

  Receive and file report.

Sweetwater Union High School District School Resource Officers

• Recommendation:

  Adopt Resolution of the City Council of the City of National City, California, Authorizing the Mayor to execute the agreement with the Sweetwater Union High School District for reimbursement to the City of National City of $203,763 for the Fiscal Year 2022.

National School District School Resource Officers

• Recommendation:

  Adopt Resolution of the City Council of the City of National City, California, Authorizing the Mayor to execute the agreement with the National School District for reimbursement to the City of National City of $203,763 for the Fiscal Year 2022.

11.4

Temporary Use Permit – Butterfly Release Project sponsored by Urban Restoration Counseling Center at Kimball Park on October 1, 2022 from 10 a.m. to 5 p.m. with no waiver of fees.

• Recommendation:

  Approve the Application for a Temporary Use Permit subject to compliance with all conditions of approval with no waiver of fees or in accordance to City Council Policy 802.

Request for information related to amending National City Municipal Code (NCMC) 18.30.310 related to locational requirements for tattoo shops.

• Recommendation:

  Initiate through minute action an amendment to NCMC 18.30.310 to modify subsection (A)(4)
